Charles Earl Wyvill Sr. at the time of his passing was the last founding member of the department, he was chief of the department from 1950 to 1952, president from 1945 to 1951,  he was a real estate title examiner for Maryland Title and Escrow Corporation and reported to be quite the auctioneer.  He was a native of the Upper Marlboro area born in 1903 and was laid to rest September 16, 1970, with his final resting place at the Mount Carmel Cemetery
