Jacob L. Fisher was a early member of the department, an original corporation officer and served as chief from 1925 until 1927.  Records from this time frame are scarce, but an internet search was unable to find any records of his birth or death, but it is believed that he is laid to rest in the Hebrew Friendship Cemetery in Baltimore, Maryland.
