James H. Richards was an early member of the Department, and served as Chief from 1953 to 1956, records from this time frame are scarce, but a search shows that he was born on October 27, 1910 and was laid to rest on July 10, 1981, with his final resting place being the Wesley United Methodist Church Cemetery Carroll County
